David is a management consultant expert who helps clients develop systems, programs, and operations to achieve mission outcomes for complex and critical public sector services.

David is a management consultant and business leader with nearly 20 years of experience working on complex program management, implementation support, and outcome-focused transformation. Currently, David leads a division of more than 800 multidisciplinary experts who specialize in providing outcome-driven mission and social services to a wide range of clients in the security, resiliency, housing, justice, and workforce development areas of the public sector.

Prior to serving in this role, David oversaw our disaster recovery projects across the continental United States. He was responsible for the entire lifecycle of project management, client satisfaction, staff management, business development, and recovery outcomes associated with this critical area.

David also led our management consulting and learning business areas and has experience in data analysis, statistical and formal modeling, game theory, evaluation, organizational assessment, multisector workforce planning, and process and performance improvement in the federal sector. He has a background in constructing methodologies and systems for conducting meta-analyses of both quantitative and qualitative data, executing data collection and statistical analysis, and interpreting data set results into actionable steps for improvement.
