Anne Choate

Executive Vice President, Energy, Environment, and Infrastructure

As the leader of a large operating group—Energy, Environment, and Infrastructure—that represents about a third of the company’s annual revenues, Anne leverages nearly 30 years of experience and expertise working at the intersection of decarbonization, climate adaptation, clean energy, and infrastructure resilience.

Anne leads our Energy, Environment, and Infrastructure operating group. Her team of more than 2,700 professionals advises commercial, federal, state, and local clients on energy markets, climate change, clean energy, environmental planning, conservation, transportation planning, and disaster management.

Anne brings nearly 30 years of experience and expertise working at the intersection of decarbonization, clean energy, climate adaptation, and infrastructure resilience. She has built and utilized state-of-the-art models to assess lifecycle emissions, monitor carbon in soils, and pioneer approaches for indicator-based climate risk assessments. Over the course of her career, Anne has supported decarbonization planning and carbon target-setting activities at the federal level and in nearly all 50 states; led resiliency efforts for multiple cities and investor-owned utilities; and advised dozens of cities, metropolitan planning organizations, national parks, transit agencies, and state departments of transportation.

Anne was a founding member of the Standing Committee on Extreme Weather and Climate Change Adaptation under the National Academies of Science/Transportation Research Board. She was an author of the National Climate Assessment, released in November 2018. In addition, she serves as a trustee on the Pennsylvania Board of The Nature Conservancy.

In 2024, Anne was honored by Energy Secretary Granholm as a Clean Energy Education and Empowerment Initiative (C3E) Ambassador, joining a prestigious group of leaders advancing clean energy. As a C3E Ambassador, Anne champions the progression of qualified women in the energy sector, mentoring emerging talent and actively participating in a vibrant community dedicated to sharing knowledge and experiences. The appointment highlights her impactful contributions to clean energy and her dedication to promoting inclusivity in the field.

Anne is also a senior fellow with the ICF Climate Center. In this role, she provides compelling research and objective perspectives to inform decarbonization and resilient infrastructure investments.
