Joeann Jenkins

Vice President, Disaster Management

Joeann is a disaster management expert with more than 20 years of experience planning, managing and administering Federal Emergency Management Agency (FEMA) Public Assistance Grants Programs for state and local government agencies.

Joeann has supervised the management and operations for billions of dollars in Federal and State Disaster Recovery grants. She is our Line of Business Lead for the Atlantic Coast and Infrastructure. She also leads the Louisiana Office of Risk Management Disaster Recovery contracts, for which she has successfully defended its recompetes and nearly doubled in response to multiple Gulf Coast hurricanes this year. Joeann manages the daily disaster recovery efforts for approximately 4 billion dollars in federal grants for Hurricanes Katrina, Rita, Gustav, Ike, Isaac, and Harvey. Her positions in disaster recovery have required coordination with the Federal Emergency Management Agency about policies and regulations regarding program implementation, insurance, project worksheet closeouts, disaster closeouts, and audits.

Previously, she served as our vice president of disaster recovery. In this role, she implemented disaster management and project management for 12 federally declared disasters and seven contracts. She earned both a Bachelor’s and Master’s degree from North Carolina Central University.
