Scott Ledford

Senior Director, Community Development
Scott is a community development expert with more than 25 years of experience including housing, finance, economic development, energy efficiency, broadband deployment, and disaster preparedness and recovery.

Scott is a community development expert with more than 25 years of experience designing, delivering, and leading innovative solutions for large and small programs, projects, and activities. His work includes policy and process development, regulatory compliance, training and technical assistance, and leadership and organizational development. He works across subjects including housing, finance, economic development, energy efficiency, broadband deployment, and disaster preparedness and recovery.

Scott worked with the U.S. Department of Housing and Urban Development’s (HUD) Office of Affordable Housing Programs in the late 1990s to conceptualize and build a new website where HOME Investment Partnerships Program grantees had easier access to training and technical assistance materials. That eventually evolved into the current award-winning HUD Exchange. He also envisioned and created an online tool, the CPD Income Eligibility Calculator, which providers use to determine and document the income eligibility of beneficiaries based on the unique requirements of each program.

Scott continues to lead projects on the HUD Exchange including Learning Pathways, a systematic approach to establishing resource and training material maps that help HUD Exchange users engage with appropriate content based on their area of interest and organizational role. Scott also leads the design of web pages and development of content, interactive manuals, innovative explainer videos, and online training materials. He collaborates with programmers to develop innovative functionality for the HUD Exchange website.

Over the course of Scott’s career, he has worked across HUD offices including Community Planning and Development, Public and Indian Housing, and the Federal Housing Administration - as well as with numerous other federal agencies, state governments, and local entities - to assess, envision, and accomplish their program, project, training, technical assistance, research, and evaluation objectives. Scott also has experience working for a local government implementing federally-funded programs, a real estate development firm originating and underwriting new housing projects, and a university and a college directing operations and developing future leaders.
