Antero Rivasplata

Technical Director, Environmental Planning
With more than 40 years of experience, Antero provides our staff and clients with expert technical and strategic compliance advice on the California Environmental Quality Act (CEQA).

Antero specializes in preparing CEQA documents for projects ranging from schools to general plans. He has over 40 years of experience in CEQA, the National Environmental Policy Act, and California planning law at local and state levels and as a consultant.

From new schools to countywide general plans and multi-county segments of California’s high-speed rail, Antero works on a broad range of projects. He undertakes environmental impact assessments and provides expert compliance advice on CEQA’s nuanced requirements for both clients and ICF staff.

Antero serves on the legislative review committees for both the Association of Environmental Professionals and the American Planning Association, California Chapter. Before joining our team, Antero was with the California Governor's Office of Planning and Research, where he helped draft the 1998, 1997, and 1994 CEQA guideline amendments.

He also teaches classes on CEQA and related topics for clients and the University of California, Davis, Continuing and Professional Education program.
