Shu is one of China’s leading specialists in carbon pricing and low carbon transition, with experience in both the public and private sectors.

Shu is one of China’s leading specialists in carbon pricing and low carbon transition, with experience in both the public and private sectors. He is an expert in analyzing and interpreting policies and measures and forming and optimizing business opportunities under the corresponding policy context. Since joining us, Shu has served as the key expert in the European Union-China Emissions Trading System Cooperation Platform, the quality assurance/controlC manager of the EU-China Energy Cooperation Platform, and the lead of the strategic engagement for the Foreign and Commonwealth Office’s China Energy and Low Carbon Economy Programme.

His professional skills of project management, strategy formulation, and stakeholder communication, combined with his collaborative spirit and open-minded manner, provide clients with customized solutions across climate change, energy, cities, health, green finance, and more.

Shu is deeply involved in developing the Chinese carbon trading scheme. His contribution led to the successful launch of seven regional pilot carbon trading markets in 2011 and the formulation of the 2014 Interim Measures on Carbon Emission Trading Management. China appointed Shu as its official representative from 2010 to 2015 for the international initiative “Partnership Market Readiness” sponsored by the World Bank. He also managed the completion of the Chinese National Communication on Climate Change, a report which was submitted to the United Nations.

In 2015, Shu was named a young global leader by the secretariat of the World Economy Forum.
